Dollar$ & Sense Education Advocacy

The attached report is the result of research compiled by Dollar$ and Sense over a four year period. The purpose is to offer a constructive solution to the most serious question that faces New Jersey. How can we effect economies, protect the great successes we have accomplished, and prepare for the future?

This report is not intended to be a brief assessment of where we have been. It is the full effort to show where we must go. We have recognized that economic practicality is critical to accomplish legislative support in conjunction with academic excellence. There will be a part two that will follow this direction to those who can provide specific applications.

The course we believe to be necessary includes:

1) The solutions we provide must be self supporting.

2) The most serious costs we must avoid are the costs of unintended consequences.

3) To make significant change and not build for the future would be tragic.

4) This isn't just about schools. It is about municipal, county, and state governments as well.

5) Attention must be paid to the true cost drivers.

6) We advocate for consolidated responsibilities.

7) Existing successful programs must be expanded.

8) Participation must be an obligation. Justification for nonparticipation must be clearly

demonstrated.

9) Use the existing to build a cooperative framework and then add as done elsewhere to build for the future.

10) Legislation must be passed to clear obstacles and to encourage growth.

Hopefully, you will read our submittal. It is lengthy, but it is factual. We believe that our conclusions are correct and hope that you will find it worthy.

Within New Jersey, we would like to offer a special thank you to: Dr. Aaron Graham; Bergen County Superintendent of Schools, Mr. Mark Finkelstein; Superintendent of the Middlesex Regional Educational Services Commission, Ms. Toni Gotthilf; Director of Region V Council for Special Education, and Ms. Barbara Gantwerk; Acting Assistant Commissioner of the Division of Student Services. Her testimony before the Joint Legislative Committee on Public School Funding Reform was insightful and thorough.
